A+O Development Scan
The A+O fund Municipalities is asked by the social partners to start an education campaign to encourage local councils to invest more in educating and developing their employees. The website www.groeienbijgemeenten.nl is the heart of their campaign. Civil servants can fill in the A+O Development Scan: an aide with which they can work on their personal development and gave more grip on their career. LTP developed this scan specifically for the A+O fund Municipalities.

The A+O Development Scan is an instrument for employees and those within the councils who are involved in developing employees:
- The scan encourages employees to think about their development and actively work on it.
- Te scan supports P&O, HR- and career advisors to model HR policies around developing employees.
- The scan serves as an aide for leaders to engage in efficient and focused conversations with employees.

Goal

The goal of the A+O Development Scan is to encourage civil servants to take initiative to think about their career and to actively work on it. With the end goal to increase employability of civil servants within municipalities.

Framework and Approach
|
The A+O Development Scan is an internet tool that consists of a few questionnaires with which the employee gains insight into personal traits and motives. The report also provides insight in someone’s strengths and possibilities for improvement and can be used as valuable input in conversations between employee and the direct manager or P&O advisor. This is a way employee can find answers to questions like: Who am I? What do I want? What am I good at? Which steps will I take to grow within or outside of my current job?

Progress Project

Since March 2009 employees can fill in the A+O Development Scan and use it for their further development. In the first four months of the project over 1.800 employees from 272 Councils have taken part in the scan. The reactions that have reached the A+O fund Municipalities are positive. In addition, several training programmes have been planned for P&O employees who want to start working with the scan.
